CIRCULAR LETTER OF THE MINISTER OF AGRICULTURE

Concerning
REFUSAL AND PREVENTIVE ACTIONS
ON THE UNINTENDED INTRODUCTION OF FOOT AND MOUTH DISEASE


I. BASIS

  1. Based on the recent report of the World Health Organization (Office Internationale des Epizooties/OIE), that outbreaks of Foot and Mouth Disease, a contagious animal disease, have occurred in recent months in some Asian, South American and the European Union countries since early of the year 2000;

  2.  With reference to the guidelines provided by the OIE (OIE Animals Health Code) and national legislation and regulations which are in effect in Indonesia, namely:  

    1. Act No. 6 of 1967 concerning Animal Husbandry and Animal Health

    2. Act No. 16 of 1992 concerning Quarantine Policy for Animal, Fish and Plant

    3. Act No. 8 of 1999 concerning Consumer Protection

    4. Government Regulation No. 15 of 1977 concerning Control and Eradication of Animal Diseases

    5. Government Regulation No. 22 of 1983 concerning Veterinary Public Health

    6. Government Regulation No. 82 of 2000 concerning

    7. Decree of the President No 46 0f 1997 concerning

    8. Decree of Minister of Agriculture No. 487/Kpts/Um/6/1981 concerning Disease Eradication Prevention and Treatment

    9. Decree of Minister of Agriculture No.422/Kpts/LB.720/-6/1988 concerning Animal Quarantine Regulation.

  3. In order to refuse and prevent the unintended introduction of Foot and Mouth Disease (FMD) into the Indonesian territory, protection measures are, hereby, established.

             II. PROTECTION MEASURES

A. TOTAL BAN 

Considering that some outbreaks of FMD have occurred in some European Union Countries (United Kingdom, Ireland, French, and the Netherlands), and in some South American Countries (Uruguay, Peru, Brazil, and Argentina), it has been determined that commodities in the forms of live animals, products of animal origin and its by products originated from all European Union Countries, Uruguay, Peru, Brazil and Argentina, are totally banned to be imported into Indonesia.

 Such commodities are include:

  1. Live animals, products of animal origin and its by products

    1. Ruminant, pig and all of that kind animals

    2. Pet animals such as cat, dog, horse and all of that kind animals as well as experimental animals such as cavia, rabbit, hamster and mice

    3. Poultry including birds

    4. Animal products such as meat, milk, semen, embryo and egg

    5. Parts (materials) of animal origin such as leather, bone, feather, wool, horn and hoofs

    6. Organs, glands, protein and extracts of ruminants and pigs

    7. By products of the animals such as manure and fertilizer of animal origin

  2. Raw material of animal feed and animal feed

    1. Raw material of animal feed of animal origin such as bone meal, meat meal, blood meal and feather meal

    2. Raw material of animal feed derives from grains such as corn, nuts and soybean

    3. Fresh or processed forage

    4. Commercial feed and concentrate for ruminants and pigs

    5. Commercial feed for pet animals and poultry which contains materials of animal origin

  3. Equipment, machinery and medicines

    1. Used equipment and machinery of animal husbandry and agriculture

    2. Medicine and veterinary medicine whose materials are of animal origin and their processed products of ruminant and pig origin

    3. Vaccine, antigen, and antiserum related to FMD virus

  4. The total ban is imposed to the above mentioned commodities which enter Indonesia either for commercial or personal accompanied baggage purposes.

B. TEMPORARY BAN

  1. Total ban to all commodities mentioned in Paragraph A is in effect within 1 (one) month since the date of determination on 27 March 2001. The total ban will be evaluated in accordance with the development of the outbreaks and control measures in each mentioned country.
  2. In the case that the outbreaks can be controlled and having no risk to spread other countries, it may assume that for free countries or have been declared free of PMD by OIE, the total ban will be immediately considered to be withdrawn as long as no requirement related with other diseases.

    Whereas countries with controlled outbreak but have not been declared free by OIE, particularly for type of animal products which have been processed under certain circumstances and having no risk for spreading the disease and agree with valid requirement and procedures will be considered to be lifted from the total ban.

    1. Live animal, animal products and products of animal origin

      (1)  Poultry, poultry products and products of poultry origin
      (2)  Dog, cat and all of the kind animals
      (3)  Processed leather (wet blue, crust and finished leather)
      (4)  Feather, wool and processed neck feather

    2. Raw material of animal feed and animal feed

      (1)  Processed grain for raw material of animal feed.
      (2)  Animal feed for pets, which do not contain any materials of ruminant and pig origin.
      (3)  Processed feather meal.

    3. Processed milk

      Processed milk in the forms of powder, skim, cream, margarine, cheese, yogurt, UHT milk, and milks used as material of foods such as chocolates, cookies, and biscuits, in which no other material of animal origin contained in such foods.

    4. Equipment, machinery, and medicines

      (1)  New animal husbandry and agriculture equipment and machinery
      (2)  Medicine and vaccine which do not relate to FMD and during the production has no contact or contamination with ruminant and pig
      (3)  Medicines for general medicine and research purposes

  3. Consideration to lift of certain products from ban as stated in Paragraph B1 and B2 also applied to the products coming from FMD infected countries with no outbreak occur.

C. TOTAL BAN LIFTING

Live animals, animal products and products of animal origin as mentioned in Paragraph A can be considered for total lifting  from the ban when those countries have been formally declared as free country of FMD and other listed A diseases of OIE.     

III. APPEAL (RECOMMENDATION)

The Indonesian Minister of Agriculture appeal all Government Institutions or private and other related parties to adhere with this circulate and may assist in any forms in accordance with their competence, in order to refuse and prevent the unintended introduction of FMD into Indonesian territory.
